We, the undersigned representatives of nongovernmental organizations based in Western Balkans participating in regional conference “The role of the civil sector in prevention terrorism” in Niksic, Montenegro,
Bearing in mind that terrorism is presented as a form of violence from ancient times, that it is a follower of entire history and nowadays present all over the world and that is the cruelest form of exhibiting power in international relations;
Knowing that there is no country that more or less is not exposed to various forms of terrorism motivated by different ideas and interest;
Making reference to international documents, global and regional conferences against terrorism;
Recognizing common interest in identifying and combating terrorism through undertaking preventive measures, by means of coordination and close cooperation of state institutions, private sector, non-governmental organizations and citizens;
Realizing that citizens of Western Balkans countries should change their awareness about conception that confronting terrorism is only under authority of state institutions, on the first place military and police forces;
Starting from common interest that it is necessary to carry out coordinately education of citizens and to introduce them with concepts, mechanisms and possible forms of terrorism, as well as about accurate handling with it in case of identifying and prevention of activities that could result in terrorism acts;
Signatory parties will start from following principles:
Priority, concerning joint work and cooperation, will be given to safety of Western Balkan citizens regardless of their age, sex, ethnicity, educational level, professional and political orientation or any other difference.
We will proclaim the attitude that terrorism, organized crime, dangerous weapons and chemicals are genuine threat nowadays as they latently jeopardize safety of people, states and international institutions.
We will support framing of wide preventive approaches and all measures of lawful, political and administrative character that promote security and safety of Western Balkans citizens.
Coordinating together with other state institutions, private and NGOs sector, we will work on building and raising awareness about safety culture of Western Balkans citizens, guided by tolerance and understanding.
